Introduction to the Entitlement Matrix Register

An entitlement matrix represents the various compensation rules that need to be applied under specific circumstances. Multiple sets of rules can be captured depending on the context and can be based on assets, locations and project phase.

The Entitlement Matrix Register is the cornerstone of the Land Access module as it allows programming exactly the rules that should apply for a part of your project. Due to its great level of flexibility, this tool is very powerful and may lead to extremely satisfying results, but can also lead to confusion or questioning if not taken seriously. Therefore it requires for a special attention and an in-depth understanding of the land access and compensation process as well as an in-depth knowledge of the Boréalis application.

It is often recommended to seek assistance from a Boréalis Subject Matter Expert in case of doubts when programming an entitlement matrix. Alternatively, it is recommended to try and test a new matrix on a training environment in order to make sure it will provide the expected results, and then replicate the settings in the real production environment.

 

How to work with the Entitlement Matrix Register

From the application menu, navigate to modules > land_access > governance > entitlement matrix.

  • Drafting the entitlement matrix

As well as entering the essential details about the entitlement matrix in the general information tab, you will need to use the packages and items tab to capture the essential elements which will compose it. This tab allows you to define packages that may later on be given, offered or attributed to stakeholders depending on many factors. Then this tab allows you to capture precisely which items compose each of the previously captured packages. The true essence of the Land access module resides in the accurate definition of those packages and items and this is why there are several scenarios detailing examples of what can be achieved with this register.

  • Activating packages and activating the entitlement matrix

Once one or a few packages have been completed with the list of items that compose them, it is possible to activate those packages in order for no further modifications to be allowed to them. Once all relevant packages have been activated, it is time to active the entitlement matrix in order for it to become available for selection against a land request. The system will simply make sure that at least one active package was captured before activating the matrix.

  • Deactivating the entitlement matrix

After a period of time it’s possible that entitlement matrix get superseded by a new set of rules. When applicable, the system allows for deactivating the matrix to prevent users from choosing it again for another land request. The condition to respect before being allowed to do is that all associated land requests must be completed.

 

What is the Entitlement Matrix Register workflow?

Status Flow

After you add a new entitlement matrix record, its status is automatically set to draft. The following figure shows how one status flows into the next.

The status field for an entitlement matrix record can have any of the following values:

  • Draft
  • Indicates that the entitlement matrix is being defined or revised
  • You may make changes to the record
  • You are not able to create a link between a draft entitlement matrix and a land request
  • Active
  • Indicates that the entitlement matrix has been officialised
  • You may not make changes to active packages but you can still add new packages and activate them when needed
  • You may send the record back to draft by using the corresponding workflow action. However this is only possible when the record is not referred to by a land request or compensation file.
  • You are able to create a link between an active entitlement matrix and a land request
  • You may set the record inactive by using the corresponding workflow action. However in order to be able to do this you must be aware that an entitlement matrix cannot be deactivated when it is linked to a "Draft" or "Active" land request.
  • Inactive
  • Indicates that the entitlement matrix is no longer in application
  • You are not allowed to make changes to the record
  • You may reactivate the rate table at any time.

Workflow Menu Options

Depending on the status, the workflow menu for an entitlement matrix record has the following options:

  • Activate
  • Sets the status to Active
  • This option only appears when the status is draft
  • Activate new packages
  • Does not change the status but confirms the activation of draft packages within the matrix
  • This option only appears when the status is draft or active
  • Send back to draft
  • Sets the status to Draft
  • This option only appears when the status is active
  • Deactivate
  • Sets the status to Inactive
  • This option only appears when the status is active
  • Reactivate
  • Sets the status to Active
  • This option only appears when the status is inactive
