Everything which is not compensated using cash is compensated using in-kinds. In the context of a resettlement activity, it is almost impossible to set a black and white rule in a system for it to determine beyond any doubts that based on specific criteria or elements of data, a stakeholder has to be resettled. There is always a necessary human input to this decision. Therefore, in order to capture a package for resettlement, it is strongly advised to capture a package with an “attribution method – manual” which means that a user will decide later on in the process, at the compensation file level, if the package should be given to a stakeholder or not. You might also indicate in the package that it’s meant to compensate for assets of type “structure”.
Then once the package has been saved and the matrix refreshed, you can add a package item by selecting your package with the option “In-kind: Fixed”. You also need to choose which “in-kind” is meant to be distributed – typically you would have a different in-kind for each replacement house model available for the stakeholders to choose from. Quantity is normally set to 1 and the frequency is normally set as a single payment with maximum duration of 1d.
Should there be more than one replacement house model available, you would need to create a different “package” for each of them. Since they become available for manual selection at the compensation file level, you are then able to indicate which option is selected by the stakeholder and leave the others aside.
Should there be more than one “in-kind” item to be distributed as part of a single resettlement package (e.g. a replacement house and a medical health consultation), you could add another package item against the same package and link it to another in-kind record. Each of them may have its own parameters of frequency and maximum duration.
Finally note that the owner and user percentage will not have any impact on the compensation as the package is manually chosen without regards to ownership rights, so any value captured will be accepted.
