Introduction to the Land Requests

A land request is a project activity which triggers a requirement to access land for any kind of reason. It could be a need for the project to conduct exploration activities, to go ahead with the project development or even to develop community infrastructures. Accessing the land may be for a short period of time and it may also be for a longer period. It is normally under somebody’s responsibility, it is associated to a specific cost code and often there is a planned budget for the exercise. A land request must also be defined by a rate table and a set of compensation rules (entitlement matrix) before it can be considered for payments. In a nutshell, a land request often represents the starting point for a company to commence with the land access business process.

It may happen that assets identification or  field surveys have to start prior to having full details on the land request owner, cost code, budget, compensation rules, etc. For this reason it’s possible to create a land request by just inputting a name. However the rest of the information will have to be provided later in the process before payments can start.

 

How to Work with the Land Request Register?

From the application menu, navigate to modules > Land Access > Budget & planning > land request.

  • Drafting

The only essential information to capture when drafting a land request is the name. You will also need to provide details in the general information tab prior to activating the record. It is also encouraged to capture a budget in the budget evaluation tab and to link the record to a geometry in the geometry tab.  

  • Completing

Once the land request record is active, it becomes a matter of completing the compensation activities to get access to the land. You may also want to revise the budget along the way in the budget evaluation tab. During this process either you will compensate for all impacted assets in order to mark the land request record as complete or you will cancel the land request before the end of the process.

 

What is the Land Request Register Workflow?

Status Flow

After you add a new land request record, its status is automatically set to draft. The following figure shows how one status flows into the next.

The status field for a land request record can have any of the following values:

  • Draft
  • Indicates that the land request is being defined or revised
  • You may make changes to the record
  • You are not able to complete a payment exercise for this land request prior to it being active.
  • Active
  • Indicates that the land request has been officialised
  • You may not make changes to all fields within the record, only the name, description and budget evaluation fields can be modified as the others are used by the compensation process and cannot be changed along the way for consistency reasons.
  • You may send the record back to draft by using the corresponding workflow action. However this is only possible when the record is not referred to by an impact inventory or compensation file.
  • You may mark the record as Complete by using the corresponding workflow action. However this is only possible when all impact inventory and compensation file records are marked as paid or cancelled.
  • You may cancel the record by using the corresponding workflow action. However one must be careful when doing so as it will interrupt the payment process for all related impact inventory records.
  • Completed
  • Indicates that the land request has been completed and that land rights have been acquired or compensated for.
  • You are not allowed to make changes to the record
  • You may reactivate the land request at any time.
  • Cancelled
  • Indicates that the land request has been cancelled
  • You are not allowed to make changes to the record
  • Automatically sets all “open” impact inventory records to “process interrupted”
  • This is an irreversible operation so vigilance is required

Workflow Menu Options

Depending on the status, the workflow menu for a land request record has the following options:

  • Activate
  • Sets the status to Active
  • This option only appears when the status is draft
  • Send back to draft
  • Sets the status to Draft
  • This option only appears when the status is active
  • Complete
  • Sets the status to Completed
  • This option only appears when the status is active
  • Cancel
  • Sets the status to Cancelled
  • This option only appears when the status is active
  • This is an irreversible operation so vigilance is required
  • Reactivate
  • Sets the status to Active
  • This option only appears when the status is Complete
